Skirmisher's play an important role in the more thinly spread Arcean and Shirudo armies. Generally, Skirmisher's are kept in frontier regions, manned by younger and more inexperienced troops with cheaper equipment. In peace time, they help police and act as border guards at the furthest reaches of their country. Should a major incursion occur, they are expected only to stall an enemy advance until campaigners reinforce them. In Ephesus, the Arcean's have primarily sent only skirmishers, limiting the forces capacity to defense. Skirmisher forces generally lack armor and modern artillery, and rely on dragoons (gun armed cavalry, what did you think?)  for scouting, making their offensive capacity very limited. 

Elisaid in particular is an example of a skirmisher marksman. Picked out from the rest thanks to their accuracy with a rifle and stamina, they act independently of a main force in small units, wearing down enemy forces from their flanks and path finding.
